External Safeguarding Audit
In November 2025, the Diocese of Rockhampton underwent a comprehensive safeguarding review audit conducted by Australian Catholic Safeguarding Ltd (ACSL). Commissioned by Bishop Michael McCarthy, the audit examined governance, policies, procedures, and safeguarding practices across the Diocese as part of its ongoing commitment to ensuring the safety of children and vulnerable people. The review highlighted significant progress since the first external audit in 2020, noting strengthened safeguarding systems, more inclusive practices, and an increased awareness of emerging risks such as eSafety, cyber security, and elder protection. ACSL commended the Diocese for its leadership and continued investment in building a culture where safeguarding is embedded across all ministries and services.
The audit found strong maturity in the Diocese’s safeguarding approach, with clear evidence of growth in how safeguarding responsibilities are understood and implemented at all levels of diocesan life. Increased professional supervision and pastoral support for clergy, religious, and lay personnel were recognised as key areas of improvement since the previous audit. Bishop McCarthy welcomed the results, expressing gratitude for the dedication of clergy, staff, and volunteers, and reaffirming the Diocese’s commitment to continuous improvement, accountability, and ensuring that all Church environments remain places of safety, respect, and trust.
